This is a report reviewing the cost of surface dressing by local authorities under their restoration maintenance programmes. Given the transfer of function to the National Roads Authority (NRA) and the variation in costs of road resurfacing works across local authorities looking at the efficiencies being sought from the transfer and the measures taken or proposed to reduce the unit cost rates of road resurfacing work.

This is a report that provides an overview of the funds flowing from and through central Government sources to local authorities, and of the purposes for which the funds have been provided, it also examines recent developments aimed at reducing local authority indebtedness for past acquisitions of land for social and affordable housing.
